Lead Staff List & Child Care Credential Certificates

Ongoing training is important to everyone in the workforce. It is one way to develop the knowledge and skills necessary to fulfill the roles and responsibilities of any job. For the child care community, ongoing training helps practitioners develop the knowledge and skills needed to deliver quality programs to children and families. Training in program administration and business practices helps administrators, directors, and managers meet the demands of leading a successful child care program. Programs participating in Maryland EXCELS are encouraged to seek ongoing training and to participate in Maryland’s Child Care Credential Program.

This section explains the requirements for Staff Qualifications and Professional Development: Education / Experience: STF1.5. These requirements focus on documenting the credentials of your program’s lead staff.

STF 1.5: Education / Experience The Director and at least 60% of lead teachers hold: a current Maryland Child Care Staff Credential at Level 4+ or higher, or an Administrator Credential at Level 2 or higher. Instructions

All programs will upload documentation of each lead staff member’s credentials. The specific requirements for Staff Qualifications and Professional Development: Education / Experience: STF1.5 vary slightly depending on your program type.

Child Care Center Requirements

  • A list of Lead Staff / Teachers, including the Director
  • Credential Certificates showing that at least 60% of the lead staff hold the appropriate credentials

Family Child Care Requirements

  • A list of Lead Staff / Teachers, including the Provider and Co-Provider
  • Credential Certificates of lead staff, provider, and co-provider
  • Large Family Child Care Homes show that at least 60% of the lead staff hold the appropriate credentials

School-Age Only Requirements

  • A list of Lead Staff / Teachers, including the Director
  • Credential Certificates showing that at least 60% of the lead staff hold the appropriate credentials





Lead Staff / Teachers

A lead staff member is the person assigned by the program to be responsible for the overall functioning and supervision of the classroom including but not limited to, licensing requirements, educational programming, and parent communication.

To meet the requirements for STF 1.5, at least 60% of your lead staff members must be credentialed at Level 4+ or higher. A provider, co-provider, or director who serves as a lead teacher should be listed as both the Director and Lead Staff / Teacher.

Providers / co-provider, and directors may have an Administrator Credential (Level 2 or higher) or Staff Credential (Level 4+ or higher)

 

What does the documentation look like?

Documentation includes a list of all lead staff and their credentials or equivalent training. Only list your program’s lead staff members, including the provider, co-provider, or program director. Information on other staff members (ex. assistant teachers, aides) is not required.

 

How can you tell if you're on the right track?

You are on the right track if your list includes all of the lead staff in your program and the following information for each person:

  • Name
  • Date of birth
  • Start date of employment with your program

Child Care Credential Program

Credentials are issued for a 12-month period and may be renewed if you continue working in a registered or licensed child care program, complete continued training for the applicable credential level, and participate in professional activities related to the child care profession for the applicable level.






Maryland Child Care Credential

The Maryland Child Care Credential recognizes child care providers who go beyond licensing and registration regulations. There are seven levels of staff credentials and four administrative levels. Each level recognizes an individual’s achievement of a specific number of training hours, years of experience, and professional activities which lead to quality child care.

 

What does the documentation look like?

You will upload a valid (non-expired) credentialing certificate for all lead staff members who are credentialed at Level 4+ or higher (Staff Credential) or at Level 2 or higher (Administrator Credential).

 

How can you tell if you're on the right track?

You gathered credential certificates for lead staff members who are credentialed at Level 4+ or higher (Staff Credential), or at Level 2 or higher (Administrator Credential).

Child Care Credential Program

Final Touches

Check your lead staff credential information one more time. Make sure that credential certificates are valid (non-expired) and that the individuals you identify as lead staff correspond with the names on the documentation you are submitting.

  • Gather necessary documentation for each lead staff member. Remember, to meet the requirement at least 60% of your lead staff must either be credentialed at Level 4+ or higher, or an Administrator Credential at Level 2 or higher
  • Be sure to include the following information for each lead staff member on the list:
    • Lead staff member’s name
    • Date of birth
    • Start date of employment with your program

Step 3: Upload Your Documentation (STF 1.5)

Log in to the Maryland EXCELS System to upload the Credential Certificates for your lead staff. Open STF 1.5 and follow these steps to add staff members and their credential information:
